Ben Rubin and Liz Klebaner served as panelists for "Waves of Change: Greenhouse Gas Analysis After the CEQA Guidelines Update" during the 2019 California Association of Environmental Professionals (AEP) State Conference on March 26, 2019 in Monterey, CA.  

Ben and Liz discussed the changes made in December 2018 by the California Natural Resources Agency, which adopted amendments and additions to the California Environmental Quality Act (CEQA) Guidelines. The panel of CEQA litigators and practitioners focused on whether the final text of section 15064.4, and recent case law, authorize distinct standards of diligence for different classes of projects, and the degree to which scientific and regulatory uncertainty may continue to provide a safe harbor for lead agencies in analyzing long-range climate change impacts under CEQA.
