Nossaman Team Featured in Daily Journal for Arizona DOT Work

A Nossaman team led by Los Angeles–based Partner Fredric Kessler was noted in the Daily Journal’s Dealmakers column for successfully advising the Arizona Department of Transportation (ADOT) on the procurement of a design-build-maintain (DBM) contract for the 22-mile South Mountain Freeway project. The DBM contract came in at $916 million for design and construction and $132 million (in 2015 $) for 30 years of routine and capital maintenance.  The project is ADOT’s largest highway development ever and  is also the first freeway construction under Arizona’s public private partnership (PPP) law, and the state’s first DBM project. When completed, the freeway will provide a direct link between the Phoenix area’s East Valley and West Valley and serve as an alternative to Interstate 10 through downtown Phoenix. Thanks to the creative features of the contract, ADOT will realize a capital cost savings of at least $122 million and a potential total savings in capital costs of approximately $300 million. The Daily Journal also noted Rensselaer Smith, a Partner in Nossaman’s Orange County office, and Isidro Jiminez, an Associate in the Firm’s San Francisco office, as key members of the project team.
