Lawmakers recently gathered in Sacramento at the California Constitutional Convention Summit in hopes of advancing the majority vote needed to secure the state's $41-billion budget. With the requirement of a two-thirds vote still looming over future budgets, Mr. Bagley is quoted as saying, "Don't waste a good crisis."
