Southern Orange County Transportation Improvement Project – SR 241 Extension. Providing CEQA and NEPA compliance strategy and oversight for a study of transportation facility alternatives - including an extension of Foothill Transportation Corridor-South. Key issues include endangered species, wetlands, water quality, air quality, archaeological and Native American sites, coastal zone issues, growth inducement and cumulative impacts. Working with team of six state and federal agencies as part of the NEPA/404 integration process. The final EIS is currently being prepared and endangered species consultation has been completed.
Montebello Hills – Specific Plan/Cook-Hill Properties. Serving as environmental counsel regarding the development of a controversial proposed residential and habitat reserve project on a site that will continue to host an existing oil production facility. Work has included CEQA clearance, resource agency permitting and strategic advice on federal Endangered Species Act compliance.
Placer County Transportation Planning Agency. Advising client on development of Placer Parkway, a proposed new transportation corridor connecting SR-65 and SR-70/99, including NEPA and CEQA compliance.
Makar Properties, LLC – Pacific City. Lead CEQA attorney for mixed-use project on 31 acre former oil field in coastal zone. Project includes 516 residential units, 400 hotel rooms, and 19,000 square feet of retail/entertainment. The project is under construction.
Solar Array Projects – Mission Energy/First Solar. Nossaman is advising energy development clients on all aspects of permitting and environmental clearance related to several solar array projects throughout California (projects to construct and maintain solar photovoltaic cell modules in large arrays and transmission connections to provide alternative energy). Providing advice and counseling, including development of strategic plans for compliance with the state and federal Endangered Species Acts, NEPA, CEQA and early mitigation/mitigation banking. Providing counseling relative to federal and local agency entitlement processes and analysis for topics such as cumulative impacts, alternatives and greenhouse gas emissions.
