David D. Boyer

David Boyer is a seasoned litigator with more than 22 years of extensive trial, arbitration and mediation experience and has litigated to verdict or judgment a wide variety of matters.  He represents public agencies and private parties on water, environmental and natural resources, public agency, eminent domain and inverse condemnation, insurance coverage and employment matters.  He has successfully handled water rights adjudications, environmental clean-up and remediation, California Environmental Quality Act matters, challenges under the Urban Water Management Planning Act and Proposition 218 issues. 

Mr. Boyer has also litigated matters involving issues pertaining to the Comprehensive Environmental Response, Compensation and Liability Act, the Resource Conservation and Recovery Act, the Clean Water Act, the Porter-Cologne Water Quality Control Act, the California Hazardous Waste Control Law, the National Environmental Protection Act, the federal and state Endangered Species Act, the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, insurance coverage, including special district joint powers insurance agency coverage issues, and validation and reverse validation actions.  Mr. Boyer's recent matters have focused on issues concerning the growing relationship between land use and water supply planning.
