Nossaman is mentioned in the article, "Golden Gate Bridge Approach Eyed as PPP," as advisor to Caltrans on the Doyle Drive project. Published in the June 2009 issue of Public Works Financing, the article describes how using availability payments, the design-build project may be partially converted to a public-private partnership. It could also be the first to move forward under California's new PPP authorizing law.

Excerpted from the article is the following:  "The entire project is just 1.5 miles, but carries such a big price tag [$1 billion] because of its complexity. Doyle Drive, built in 1936, serves as the south access to the Golden Gate Bridge. It will be replaced with a more scenic 6-lane earthquake-safe facility to be known as the Presidio Parkway."
