REPRESENTATIVE WORK

Florida Department of Transportation – Port of Miami Tunnel – Nossaman is key outside legal advisor for the procurement of a public-private partnership to design and construct a bridge and tunnel project linking the Port of Miami facilities with MacArthur Causeway and the I-395. This was only the second availability payment contract executed in the United States. The project was named the 2007 Project of the Year by the American Road and Transportation Builders Association, both the 2009 Global Deal of the Year and North American PPP Deal of the Year by Project Finance Magazine, as well as the 2009 Americas PPP Deal of the Year by Project Finance International.

Kuala Lumpur International Airport - Sepang, Malaysia – A Nossaman attorney represented the construction consortium in contract negotiations for one of the largest design build contracts ever awarded in Southeast Asia (main terminal building construction cost in excess of US$1 billion).

New Hong Kong International Airport - Chep Lak Kok – A Nossaman attorney represented a consortium of international contractors in the development and submission of a tender for what was then the largest dredging project in the world.

Port of Oakland – Nossaman is the primary lobbyist for this agency that owns and operates the Oakland International Airport, Jack London Square, and the third largest seaport in California. Nossaman has successfully lobbied for port infrastructure improvements, changes to Tidelands Trust restrictions, air quality improvements, airport operations, and security measures. Nossaman has actively participated in the drafting of all major proposals for financing goods movement in California.

Maryland Port Authority – Port Privatization Study – Nossaman evaluated public-private partnership opportunities for the Port of Baltimore. Nossaman evaluated the competitive position of the Port, recommended potential PPP arrangements to maximize the Port's value, and developed a strategy to attract private industry interest.

Government Development Bank for Puerto Rico – Public-Private Partnerships Program – Nossaman assisted in implementing public-private partnership transactions for a wide range of assets in Puerto Rico including port facilities in several locations. Nossaman also assisted in a possible PPP transaction for Puerto Nuevo.

Port Singapore Authority – A Nossaman attorney served as local counsel to PSA (a Singaporean government entity) in the formation of a joint venture company for the purpose of constructing and operating the Port of Inchon. The attorney served as PSA's local counsel in a project finance deal which involved the extension of a loan facility by Kookmin Bank and a number of major Korean insurance companies to fund the construction of Phase I of the project.

City of San José - Norman Y. Mineta San José International Airport – Nossaman was special design-build counsel to the City in negotiating and administering the design-build contract, which will be the first major airport design-build project in California.  The $513 million contract involves design and construction of improvements to the airport, including terminal construction, access and roadway improvements and parking garages.
