Katherine A. Belinski

Kate Belinski is a member of Nossaman's Public Policy Practice Group.  Ms. Belinski has experience on a wide range of issues related to campaign finance, government ethics, and administrative law.  She focuses her practice on election law, including all aspects of compliance and state and federal reporting requirements. 

Ms. Belinski has also counseled clients on the Lobbying Disclosure Act, the Foreign Agents Registration Act, the Foreign Corrupt Practices Act, the Administrative Procedure Act; Internal Revenue Service (IRS), Federal Communications Commission (FCC) and Securities and Exchange Commission (SEC) regulations; and state and federal pay-to-play laws. 

Ms. Belinski joins the Firm from the Federal Election Commission (FEC), where she most recently served as senior counsel to the chair, Cynthia Bauerly.  Her experience at the FEC included advising on issues related to campaign finance, government ethics, administrative law, and constitutional law.  While helping manage day-to-day operations of the agency such as budgeting and personnel, she was primarily responsible for drafting and negotiating regulations, advisory opinions, factual and legal analyses, policy statements, and agency procedures.  During Ms. Belinski's tenure at the FEC, the agency grappled with significant changes to the campaign finance landscape as a result of several recent court decisions, including Citizens United v Federal Election Commission.  Ms. Belinski provided guidance on the impact of, and the agency's response to, these evolving changes in the law.
