Geoff Petrov has nearly two decades of experience working in the areas of infrastructure development, regulatory oversight, and environmental law. His history of public service as in-house counsel for Texas Department of Transportation, Public Utilities Commission of Texas, Texas Water Development Board, and Texas Commission on Environmental Quality provided him with the opportunity to practice a broad range of legal services on infrastructure development projects for transit, electric transmission, water supply, wastewater, and municipal and industrial waste disposal facilities.
In addition to his infrastructure development work, Mr. Petrov brings experience in the areas of public procurement, contract administration, construction litigation, and mediation.
Mr. Petrov has particular experience with the NEPA approval process. His experience working as a mediator and his ability to quickly master new subjects contribute to his ability to communicate effectively with stakeholders, including politicians, the media, and effected communities.
Representative Work
Texas Department of Transportation – Dallas-Fort Worth Connector Project. Served as lead in-house counsel for TxDOT on the development of an estimated $1 billion highway improvement and managed toll lanes project, which will be developed through a comprehensive development agreement.
Texas Department of Transportation – North Tarrant Express Project. Served as in-house counsel for a $1 billion+ public-private partnership concession for a 27-mile highway expansion project. Also served as Subcommittee Chair for evaluation of proposer qualifications and shortlisting of proposers.
Texas Department of Transportation – TTC-35 High Priority Corridor Project. Acted as an advisor to the Department regarding contract administration issues in connection with the project including development of the TTC-35 Master Development Plan.
Texas Department of Transportation – SH 130, Segments 5&6 Toll Project. Acts as an advisor to the Department regarding contract administration and construction management issues in connection with the project including design deviations, contract amendments, change orders, right of way acquisition, and SBE compliance.
Texas Department of Transportation – Loop 9 Project. Assists with planning and development of the Facility Implementation Plan for the Outer Loop in the Dallas-Fort Worth Metroplex.
Metropolitan Transit Authority of Harris County, Texas – Metro Solutions. Participated in negotiations, assisted with risk management and had lead responsibility for drafting the design-build contract and other project documents for METRO Solutions Phase 2, a project to design, build, equip, operate, and maintain four light rail lines and an intermodal facility. Mr. Petrov continues to advise METRO on project administration matters and is currently assisting with the negotiation and drafting of a modification to the design-build contract.
Texas Water Development Board – Water and Wastewater Utility Projects. Served as lead counsel for the Board for the financing, planning, and construction of water and wastewater utility projects in excess of $100 million each for City of Eagle Pass, La Joya Water Supply Corporation, and the City of El Paso.
Public Utility Commission of Texas – Reliant Energy Deregulation Litigation. Served as lead in-house counsel for the Commission in complex contested case hearings concerning the deregulation of the electric utility industry including the unbundling of Reliant Energy (formerly Houston Lighting and Power) into a separate power generation company, transmission company, and retail service provider.
Public Utility Commission of Texas – LCRA Electric Transmission Infrastructure Litigation. Lead in-house counsel for the Commission in a contested case hearing concerning the permitting and environmental approvals for 300 miles of electric transmission infrastructure from west Texas to the Dallas-Fort Worth Metroplex, including challenges under the Endangered Species Act.
Texas Natural Resource Conservation Commission – Mediator. Served as in-house mediator to the Commission conducting over 1,500 hours of confidential mediations concerning environmental protests relating to all areas of agency operations.
