Nossaman Expands Into San Diego with Prominent Healthcare Industry Veterans Carlo Coppo and David Balfour
Carlsbad, CA — Nossaman has expanded its Healthcare Practice Group with the addition of renowned healthcare attorneys Carlo Coppo and David Balfour, who will join the Firm as Partners in its newly opened San Diego area office. Carlo and David join from DiCaro, Coppo & Popcke, which Carlo helped found.
In addition to being a founding member of DiCaro, Coppo & Popcke, over the course of his career, Carlo has provided advice and counsel to numerous hospitals and medical staffs, physicians and other health care providers throughout California. He was a founding member of the Riverside-San Bernardino chapter of The American Board of Trial Advocates (ABOTA) and has tried in excess of 100 trials and hearings to verdict or judgment in state and federal courts and before administrative tribunals, achieving Advocate status with ABOTA. Carlo is a member of the Governing Board of the California Society of Healthcare Attorneys (CSHA), and is also a member of the Hearing Officer Training Committee of CSHA, which trains and certifies attorneys to become hearing officers—he has personally served as a hearing officer and counsel to Appeal Boards in more than 50 peer review matters. He attended Stanford University School of Law (LL.B.) and obtained his B.A. from the University of California at Berkeley.
David previously served as a Partner at DiCaro, Coppo & Popcke, where his practice consisted primarily of representing health care providers and facilities in litigation and professional licensing matters. He is the current President of the California Academy of Attorneys of Healthcare Practitioners (CAAHCP) and was co-chair of the Law & Medicine Committee of the San Diego County Bar Association from 2006-2010. He is also a member of the San Diego Organization of Healthcare Leaders (SOHL), the local chapter of the American College of Healthcare Executives (ACHE). He received his undergraduate degree in economics from Yale University and his J.D. from the University of California, Hastings College of the Law.

The San Diego office will allow Nossaman to serve healthcare clients in the region, as well as work closely with existing clients in other areas. These clients include the Olivenhain Municipal Water District, the Rainbow Municipal Water District, the San Diego Association of Governments (SANDAG), the San Diego County Regional Airport Authority, the San Diego County Employees’ Retirement Association, the Padre Dam Municipal Water District and the California American Water Company.
