Nossaman's Infrastructure Chair, Patrick Harder, Quoted On P3s In Higher Education
Patrick Harder, Chair of Nossaman’s Infrastructure Practice Group, was quoted in the InfraAmericas article Universities Explore P3s Amid Funding Challenges. The story examines how a widespread decline in funding has prompted universities to begin looking at public private partnerships (P3s) as a means to procure much-needed projects ranging from student and faculty accommodations to energy generation. In the article, Harder, who is lead counsel for UC-Merced on its 1.85m square foot P3 campus expansion project, said a campus that is attractive to students has become a vital tool in student recruitment. He also noted an uptick in interest from universities in using P3s on their projects, stating that universities are increasingly coming to the conclusion that the private sector has the ability to add a layer of innovation and creativity to these projects, as compared to more traditional procurements.
