Richard Spohn, Chair of Nossaman's Healthcare Practice Group, is quoted in the Daily Journal article "Discount Health Plans May Get Scrutiny" about allegations of ripping off consumers in Calfornia against discount medical referral services, which charge consumers an up-front fee in exchange for lists of medical providers who supposedly offer mark-downs on health and dental services.

Mr. Spohn, who has assisted clients in obtaining discount plan licenses, says, "It's been the venue of rogue plans, and for legitimate entities there's long been this cloud hanging over them."

He continued: "I think the issue is going to be 'Will the market accept this to be a viable model?' The prudent entrepreneur is going to stay in the sidelines until this is all cleared up."
