Alex is an infrastructure attorney who helps to advise project owners through all phases of the project delivery life cycle, including pre-procurement activities, drafting contract and procurement documents, handling regulatory and compliance matters, and contract implementation services. His experience includes reviewing statutory compliance for public agency procurements, analyzing legal issues relating to public agency authority to use alternative delivery methodologies for public works contracts, and research and interpreting contract provisions in the context of disputes.

Alex is a graduate of the University of Southern California Gould School of Law. During law school, he wrote on the topics of future mobility technology and urban land use, and interned with the Honorable Margaret M. Mann at the U.S. Bankruptcy Court, Southern District of California.



City of Los Angeles, Los Angeles World Airports – Automated People Mover (APM). Key member of the legal team advising on contract implementation of a $4.9 billion APM train system to ease access in and out of the Los Angeles International Airport. The project will also connect travelers to a light rail, intermodal transportation facility and a rental car center. Now under construction, it is the first APM system procured through an availability payment public-private partnership delivery model and earned several national and international awards.

Santa Clara Valley Transportation Authority (VTA) – BART Silicon Valley Extension Phase II. Key member of Nossaman team advising VTA in connection with the development of procurement documents and design-build construction contracts for the BART Silicon Valley Phase 2 Program. This $6.8 billion program, consisting of four separate contract packages, will extend BART service six-miles from the Berryessa Transit Center into downtown San José and terminating in Santa Clara.

East County Advanced Water Purification (ECAWP) Joint Powers Authority (JPA) – East County Advanced Water Purification Project. Key member of Nossaman team that advises the JPA in the development of three progressive-design-build/transitional operations packages to provide East San Diego County with sustainable, drought-proof water supply. Once online, it will treat the approximately 15 million gallons per day and produce up to 12,880 acre-feet per year of reliable and locally controlled potable water. The contract was awarded in October 2020.

Port Authority of New York and New Jersey – LaGuardia AirTrain Development Project. Key member of the Nossaman team that represented the Port Authority on real estate, procurement and design-build contracting matters for the proposed AirTrain LGA project, a 1.5 mile automated people mover system that will provide a convenient, easy-to-use rail connection that offers travelers and employees reliable, predictable travel times to LaGuardia Airport.
