April Fromm assists the Infrastructure Practice Group, providing specialized services related to the group's innovative work. Specifically, she has experience with all aspects of public sector infrastructure procurements, federal transportation funding programs, financial closings and infrastructure related litigation.
April has more than 15 years of paralegal experience. As the firm's Paralegal Coordinator, she oversees the integration of the Firm's paralegal services with attorney and management functions in order to maximize efficiency and client value.
Prior to her legal career, April managed merchandising programs at the U.S. Olympic Committee, the Stanford University Bookstore and Levi Strauss & Company. She also interned at the Colorado State Supreme Court Disciplinary Counsel's Office.
Texas Department of Transportation. Provides support for entire range of activities – from procurement structuring to financial close – related to the development of one of the nation's most ambitious statewide infrastructure development programs. Specific projects include the comprehensive Development Agreement Program, the SH-130, I-69, IH-635 and the North Tarrant Express. Coordinated applications for federal funding and credit programs including TIFIA and PABs, helping to secure hundreds of millions of dollars in project financing
Metropolitan Transit Authority of Harris County – Houston Metro. Reviewed procurement and contract documents for Houston's Metro Solutions 2 light rail project.
Knik Arm Bridge and Toll Authority (KABATA) – Knik Arm Crossing. Reviewed procurement and contract documents for approximately $600 million Knik Arm Bridge project.
Orange County Great Park Corporation – Orange County Great Park. Provided research and document reviewing services for major military property to public park conversion project.
Port of Los Angeles v. San Pedro Boatworks. Assisted plaintiff's representation by maintaining hundreds of thousands of pages of records and documents related to litigation involving contamination at several berths in the Port. Provided attorney support during mediation. Matter settled favorably for the client.
Los Angeles Metropolitan Transportation Authority v. Parsons-Dillingham. Assisting plaintiff's representation in complex False Claims Act litigation which involves three trial phases, the first of which is nearing judicial resolution. Work has included trial preparation, attending testimony, maintaining accurate records of all pleadings, discovery, trial and deposition exhibits as well as court transcripts. Also assisting in preparation of post-trial and appellate documents.
Castaic Lake Water Agency, Santa Clarita Water Company, Newhall County Water District, Valencia Water Company v. Whittaker Corporation. Assisted plaintiffs' representation in complex federal environmental litigation involving a 50-year groundwater contamination. Work included indexing and maintaining millions of pages of documents from 4 plaintiffs and 2 defendants as well as working with environmental consultants and engineers. Matter settled for the client.
Los Angeles World Airport v. Gerard. Assisted plaintiff's representation in all aspects of property acquisition trial.
California Employee Retirement System v. Taisei Construction. Assisting plaintiff's representation in construction defect litigation involving more than 25 defendants and cross-complainants.
