Overview
Cheerful Catunao's practice focuses on state water quality laws and regulations as well as environmental litigation, permitting, and review.
Prior to joining the Firm, Cheerful served as an Assistant Attorney General in the Ecology Division of the Washington State Attorney General’s Office. Her experience included managing cases arising under the Clean Water Act, state Shoreline Management Act, conditions of NPDES General Permits, and the Clean Air Act. She also advised on a variety of environmental matters including the Energy Policy and Conservation Act, Coastal Zone Management Act, Emergency Planning and Community Right-to-Know Act, National Environmental Policy Act, State Environmental Policy Act, and the Toxic Substances Control Act. Cheerful handled all aspects of state, federal, and appellate litigation in environmental cases, and also successfully guided clients through administrative hearings before various state and local bodies, including the Pollution Control Hearings Board.
During law school, Cheerful served as a judicial intern to The Honorable Chief Judge Tydingco-Gatewood of the U.S. District Court of Guam in Hagåtña, Guam.
