Racquel Muindi represents public entities procuring public works projects. She assists with the full scope of services, including pre-procurement, procurement package development, evaluation and selection, negotiations and contract award.

Racquel has a range of transactional experience and has worked in both the public and private sectors, including internationally in Germany and China. While in China, she was an associate in the Corporate/M&A practice group of a boutique PRC law firm in Beijing where she handled outbound venture capital investments, cross-border transactions and general corporate matters.

During law school, Racquel served as a legal intern for the American Bar Association Standing Committee on Law and National Security where she researched public-private partnerships for security and resilience. Prior to joining Nossaman, Racquel served as a judicial law clerk to The Honorable Robert J. Smith of Fairfax County Circuit Court in Virginia.



Los Angeles County Metropolitan Transportation Authority – Sepulveda Pass Transit Project. Key member of the legal team engaged to implement Metro’s first application of the Pre-Development Agreement delivery method for the $6 billion to $10 billion Sepulveda Pass Transit Project to connect the San Fernando Valley with Los Angeles’ Westside, integrating into the East-West SFV LRT, the Orange Line, the Purple Line and the Expo Line. Racquel’s services include general pre-procurement activities and development of the procurement package.

Santa Clara Valley Transportation Authority (VTA) – Tamien Station Project. Key member of the legal team that assisted VTA with its request for joint development proposals and negotiations with the selected developer with respect to a proposed residential mixed-use and mixed-income development with ground floor commercial space, to be located on a 7-acre site adjacent to VTA’s Tamien Station. The project includes a requirement to provide parking for the transit station as part of the development. The lease option agreement was recently executed and the developer is proceeding with due diligence and other activities.​​

City of Inglewood – Envision Inglewood Transit Connector. Key member of the legal team advising on a $1.1 billion elevated fixed guideway rail project to connect the Crenshaw LRT, the revitalized Market Street business area, the Forum Performing Arts Center, the new NFL stadium, and the planned LA Clippers basketball arena. Our tasks include assisting with the City’s procurement of expert advisors, assisting with a planned request for information from industry, developing the documents for procurement of a long-term, hard bid availability payment agreement, allocating the risks arising from city street right of way, right of way acquisitions, planning and assembling the funding and financing, and negotiating with private sector financial stakeholders. Racquel’s services include advising on the optimal method of governance and the best practices project delivery model.

City of Inglewood – Parking Assets and Shuttle Services. Key member of the legal team that advised on the procurement for a private partner to develop, operate and manage City parking assets, remote parking facilities and shuttle vehicle services to support the City’s Transportation Management and Operations Plan for the Inglewood Sports and Entertainment District. Racquel’s services include advising on legal issues arising during the procurement, including risk allocation and financial modeling, negotiations and contract drafting.

State of California Legislature – State Capitol Building Annex. Key member of the legal team advising the State through parallel procurements to replace the Capitol’s 66-year-old annex with one that increases accessibility, safety, hospitality and government efficiency. Our services include drafting the RFP documents for a progressive design-builder to create enclosed underground queuing and events/exhibit areas, security screening points and a visitor center with two exhibit halls, an orientation room, a docents lounge, and office space. Additionally, we are drafting RFP documents for an exhibit designer to work collaboratively with the design-builder in the design and layout of the exhibit area the exhibits to be contained therein. Racquel’s services include drafting the RFP for the design-build procurement, drafting the services contract for the exhibit designer, procurement authority research and general procurement activities.
