Bridging the Gap Between Port of Miami and I-395 with Nation's Largest Soft Ground Bored Tunnel

A bustling transportation hub, the Port of Miami was in dire need of a plan to increase movement of goods and traffic and to reduce truck traffic through downtown streets. In response, the Florida Department of Transportation decided to build twin underwater tunnels linking the Port facilities on Dodge Island with MacArthur Causeway and Interstate 395. The Department called upon Nossaman to provide comprehensive legal and procurement assistance, including drafting procurement and contract documents for the second availability payment contract executed in the United States. Its success paved the way for several other transportation availability payment deals in the United States. Nossaman also facilitated private sector financing, led contract negotiations, and is currently assisting in the implementation of the contract.

The Port of Miami Tunnel opened to traffic in August 2014.

The project captured numerous honors, including The American Road and Transportation Builders Association’s 2007 “Project of the Year;” Project Finance magazine’s “Global Deal of the Year” and “P3 Deal of the Year” and Project Finance International’s “North American P3 Deal of the Year” in 2009; and The Bond Buyer’s “Nontraditional Financing Deal of the Year” in 2010.  In 2015, it won the National Council for Public-Private Partnership’s “Infrastructure Project Award,” and in 2016 it earned a P3 Bulletin “Gold Award” for Best Operational Project.
