LBJ Freeway

Nossaman Partner Brian Papernik is quoted in the Inspiratia article "LBJ Freeway,"  about the I-635 Managed HOV Lanes project, on which Nossaman served as legal advisor to the Texas Department of Transportation.  Mr. Papernik is quoted about the significance of the North Texas project, the largest greenfield construction project in the United States.  "There is a need to invest in infrastructure and the close of the LBJ Managed Lanes deal validated the P3 model as a viable method to finance public assets.  As part of the financing package, TxDOT provided US$489 million in public funds in order to deliver a project worth over $4 billion," he said.

He continued: "While it is common for a project of this kind to receive public support, the deal far exceeded TxDOT's expectations in that the state did not need to contribute as much as it expected, and the project would not have been possible using conventional delivery methods."
