On December 7, 2021, Shant Boyajian spoke during the 2021 P3 Government Conference in Arlington, VA. This conference featured panels that discussed how local, state and federal agencies have overcome resource constraints and found ways to delivery critical infrastructure projects.

During the afternoon plenary session, “The Emerging Growth of Progressive Design-Build Delivery and What it Means for P3 Projects,” Shant participated on the panel of experts that examined how the P3 procurement method can offer an innovative approach to delivering solutions to the infrastructure challenges faced by governments across the U.S. The panel discussed the benefits and challenges of the Preliminary Development Agreement or Progressive P3 structure and considerations owners should address when looking at project delivery.

Later in the afternoon, Shant led the panel discussion “Federal Infrastructure Legislation: Opportunities from the Owner’s Perspective” with Marie Breen, General Counsel of the Massachusetts Department of Transportation and the Massachusetts Bay Transportation Authority, and Shawn Wilson, Secretary of Transportation of the Louisiana Department of Transportation and Development. As the Infrastructure Investment and Jobs Act will reshape U.S. infrastructure for decades to come, Shant engaged these owners on their perspectives on what this law means for their communities, the opportunities it provides and what needs are likely to persist.
