From traditional water law issues - water rights, supply and quality - to procuring new infrastructure, addressing environmental impact and utility formation and regulation, we counsel clients from the source to the tap.

Nossaman has been a leader in California's water industry for more than seventy years.  Our team understands California and federal law and regulations that impact water from every possible perspective, which enables us to serve our clients' diverse needs effectively.  We represent watermasters, water districts, cities, utilities, developers, agricultural growers and processors, design-builders, operators, and local, regional, and state agencies on a wide range of environmental, financing, water law, and water utility issues, including related litigation.

We have an extensive public agency practice, representing well over a hundred public agencies and governmental entities at the local, state, and federal levels.  As a result, we have an in-depth understanding of the legal and political issues and constraints confronting public entities.  We have worked with dozens of water agencies to acquire and protect clean, reliable water supplies.  We work daily with engineers, hydrologists, geologists, water quality specialists, and other professionals whose assistance is often crucial to the successful resolution of water law, water rights and other natural resource legal matters.

Our team includes an active legislative and administrative advocacy practice to help clients achieve legislative and administrative solutions to the legal, environmental, and political barriers to permitting, construction, development, and project approval.  We provide specialized services in the areas of water industry and supply, water rights, water quality management and compliance, policy, litigation, environment & land use, infrastructure, real estate, eminent domain and employment law.

In addition to project procurement and right-of-way, rate setting, permitting and cyber security, we also provide advice to boards and staff on public meeting requirements, complying with public records requirements, and identifying and resolving potential conflicts of interest.  We offer training for board members and staff and provide regular updates on legal issues and emerging trends occurring in the industry that may affect our clients.
