Willis Hon Discusses Impact of Assembly Bill 825 on California Energy Market

Willis Hon was quoted in the Law360 article “Calif. Power Market Law Is A Clean Energy Game-Changer.” The article discusses how Assembly Bill 825, one of several energy bills in California signed into law September 19, 2025, authorizes the state’s electric grid operator to collaborate with utilities and utility regulators in neighboring states to create a regional market where electricity can be traded the day before it’s required.

One of the outcomes of the bill is that more buyers for energy project developers means more investors willing to bankroll projects. Commenting on this, Willis said, “With the greater certainty, that helps banks be more willing to lend to these projects and finance them. It’s not as much of a shot in the dark of whether they will get a return or not.”
