On October 18, 2022, Liz Klebaner presented “California Permitting Challenges” during the American Clean Power’s Offshore WINDPOWER 2022 Conference & Exhibition in Providence, RI.

Liz and her fellow panelists discussed the challenges of environmental clearance and permitting, as well as identified potential risks and explored ways in which California and the industry can coordinate in order to achieve an efficient and predictable process that ensures offshore wind is responsibly developed.

Construction and operation of offshore wind projects in California is overseen by multiple federal, state and local agencies, each with regulatory authority and jurisdiction over the processes. Many of these agencies have been participating with stakeholders in inter-agency workgroups in order to coordinate the best methods and conditions to produce an efficient and predictable process. The next step in project permitting will require an even greater demand for this type of collaborative effort between agencies.
