Overview

Robert Kwong provides counsel to public and private entities on environment and land use law. Robert’s experience includes counseling on various contractual, permitting and transactional matters. His work focuses on California land use planning, zoning and permitting laws and regulations, the California Environmental Quality Act (CEQA), the California Regional Sanitation District Act, federal and California Clear Act Acts, Bay Area Air Quality Management District rules and regulations, the Ralph M. Brown Act open meetings law, California Political Reform Act and Public Records Act matters, South Coast Air Quality Management District rules and regulations and federal and California Clean Water Acts. He also advises on many controversial land-use issues such as solid waste landfill operation, maintenance and closure issues and water and wastewater issues.

Prior to joining Nossaman, he served as general and special counsel to various local and regional public agencies where he handled land use and environmental regulation, permitting, enforcement and litigation matters. Robert has either led or held key positions in the respective legal offices for the Bay Area Air Quality Management District, Ventura County Air Pollution Control District and the South Coast Air Quality Management District.
