Liz Cousins and Frank Liu spoke during P3C’s 2020 P3 Water Summit on July 8-10, 2020. This annual program, held virtually this year due to COVID-19, examined how alternative project delivery methods are used to advance critical water projects of all sizes across the country.

The agenda for the 2020 P3 Water Summit provided a timely response and evaluation of challenges and approaches that asset owners can take to effectively manage risk and capital in their major water, wastewater, stormwater, green infrastructure and energy-related developments.


Frank spoke on “Technical P3 Document Best Practices,” a session focused on proven legal strategies that can be employed to produce strong technical specifications, contract drawings and reference document packages for water projects.


Liz was a panelist for “The Specifics of Performance-Driven Payment,” which took a deeper dive into how risk transfer on P3 contracts materializes in the form of performance standards and failure regimes tied to payment mechanism deductions.


Liz was also featured as a panelist for “Shaping the East County Advanced Water Purification Project (ECAWP).” During this session, panelists discussed a collaborative effort between Padre Dam Municipal Water District, Helix Water District, the City of El Cajon and the County of San Diego to create a local, sustainable and drought-proof drinking water supply for East San Diego County.
