Elizabeth Cousins was once again recognized by the Daily Journal as one of California's “Top Women Lawyers” (subscription required) for 2022. Each year, the Daily Journal recognizes a handful of female lawyers from across the state whose work has had a profound impact. Elizabeth was previously recognized as a “Top Women Lawyer” in 2021.

The Daily Journal noted Elizabeth’s work as lead attorney on projects that focus on helping “governmental agencies build the infrastructure to improve how they manage water” and added that these days her “business is booming.”

The article highlights her work on a “series of five progressive design-build packages to supply East San Diego County with a sustainable drought proof water supply.” It noted that Packages 1-3 of the $950 million project went “before the East County Advanced Water Purification Joint Powers Authority Board” where it was approved this month. Additionally, the Daily Journal featured Liz’s work with the East County on its Biogas Recovery Facility which will “turn organic waste and the water-purification by-product called sludge into natural gas,” as well as her role “advising the city of Los Angeles on creating an advanced water purification facility at an existing water plant.”

Commenting on her water work, Elizabeth said that her services are in high demand since “it’s no longer a given…that water just comes out of the tap. People are having to be really creative about ways in which they are going to guarantee their community’s water supply.” She closed by saying that she finds the projects she works on very fulfilling, as the results are often “tangible assets in the community that you can touch and feel…not just documents.”
