The Thirsty West: Collaboration in a Time of Conflict
Lori Anne Dolqueist and Brad Kuhn participated in the California Water Association’s 2025 Annual Summit that took place October 27-29, 2025 in Monterey, CA.
On October 28th, Lori participated in the insightful discussion “Looking Back, Moving Forward: A Fireside Chat with Commissioner Darcie Houck of the California Public Utilities Commission.” During this event, they reflected on Commissioner Houck’s time at the Commission and explore her aspirations for the final year of her term.
Also on October 28, 2025, Brad presented “From Risk to Resilience: Understanding Wildfire and Water Systems.” During this session, Brad provided an overview on the legal implications of wildfires to water systems, including potential inverse condemnation liability associated with “failure to protect.”
The California Water Association (CWA) represents regulated water utilities that are invested in California water and the future of the state.
