Brad Kuhn, and co-presenters Chip Willett and Steve Parent of Bender Rosenthal, participated in the APWA San Diego 2017 Public Works Institute, where they presented, "Pre-Condemnation Planning and Procedures for Right of Way Acquisition Projects."  

Brad, Chip and Steve focused on best practices for right-of-way acquisitions, including pre-condemnation efforts at the project environmental analysis stage, all the way through project design, appraisal, negotiations, and ultimately eminent domain.
