On July 15, 2021, Andrée Blais was a featured guest speaker for the American Road & Transportation Builders Association’s (ARTBA) 33rd Annual Public Private Partnerships (P3s) in Transportation Conference. During this virtual and fully interactive event, public and private sector practitioners explored how P3s and similarly complex projects can shape the nation’s future as federal transportation investment may take a major step forward soon.

Andrée spoke on “Best Practices in Pre-Development Agreements (PDAs),” where she and her co-panelists provided insights on recent PDAs from diverse viewpoints. Under a PDA, the owner selects a developer during the project planning stage, and while this is an international trend, not all PDAs are the same and not everyone sees them in the same way.
