The theme of the conference, "Beyond the ESA: The Next Generation of Wildlife Regulation," explored the complexities of federal wildlife regulation and the laws to protect migratory birds and eagles under the Migratory Bird Treaty Act (MBTA) and the Bald and Golden Eagle Protection Act (BGEPA).
