On March 24, 2026, Bill Pellman delivered the keynote presentation titled “How Did We Get Here and Where Are We Going Next” during the inaugural workshop of the Alliance of Local Agency Formation Commissions.

The Alliance of Local Agency Formation Commissions (LAFCOs) was formed in 2025, and currently consists of Los Angeles, Orange, San Bernardino and San Diego LAFCOs. It is a unifying forum for LAFCOs to foster efficient, sustainable and transparent local governance through legislative advocacy and education.
