Chris Carney Recognized as a Top Lobbyist
Hon. Chris Carney was honored by the National Institute for Lobbying & Ethics (NILE) in its 2026 Top Lobbyist Awards, which recognizes “100 outstanding lobbying, PAC and grassroots advocacy professionals for their achievements, leadership and contributions to the profession.” With more than 50,000 state and federal lobbyists nationwide, being named among just 100 honorees is a significant professional distinction.
Chris was recognized in the large firm category. Speaking about his work, Chris said, “As a former Member of Congress, I relied on lobbyists as an important source of information about issues with which I was unfamiliar. Despite what they’d have you believe, Members of Congress don’t know everything about every issue. For me, lobbyists filled knowledge gaps and provided points/counterpoints that helped me decide my position on upcoming votes. Today, when meeting with Members of Congress, staff or agency heads I try to approach them as an ‘educator’ as much as a lobbyist, and help them understand why my clients’ position is important and worthy of consideration.”
Chris represented Pennsylvania’s 10th Congressional District for two terms and was a tenured professor of political science specializing in international relations at Penn State University. Prior to running for Congress, Chris worked at the Pentagon for four years on strategic analysis of the global terrorist threat. He ran the Department of Defense’s Policy Counterterrorism Evaluation Group (PCTEG) and was the “Special Projects” intelligence officer for two tours during Operation Southern Watch.
