Yukiko Kojima and Frank Liu spoke during the 2023 P3 Higher Education Summit that took place November 16-17, 2023 in San Diego, CA.

On November 16th, Yukiko discussed “Collaborative Contracting vs. Traditional Hard Bid P3's.” Collaborative contracting models such as the pre-development agreement (PDA) and progressive design-build/P3 models have been gaining in popularity as a way for public owners to engage and collaborate with private sector partners earlier in the project development process and exercise greater control over a project’s design and budget. This panel compared and contrasted collaborative contracting approaches against the traditional hard bid P3 model and discussed key considerations for higher education institutions to make in determining which delivery model is best suited for the specific needs of their project.

Frank moderated a panel discussion on November 17th about how public agencies can use P3 to deliver their projects (“How Do I Deliver a Project with the P3 Model? Best Practices for a Successful Procurement Process”). The panel discussed best practices for selecting the right project delivery model, conducting a fair and competitive procurement and structuring and negotiating the P3 agreement.
