Andrée, David and other industry experts discussed how to effectively integrate private sector involvement in the environmental process, focusing on the following topics:

  • The National Environmental Policy Act (NEPA) process for P3 projects;
  • The extent of permissible project developer involvement in the early project development process and how this affects NEPA and other environmental compliance issues; and
  • How private developers and federal agencies can remain unbiased throughout an environmental evaluation.

As part of the National Academies of Sciences, Engineering, and Medicine, the Transportation Research Board (TRB) provides leadership in transportation improvements and innovation through trusted, timely, impartial and evidence-based information exchange, research and advice regarding all modes of transportation.
