On October 29, 2020, Liz Cousins presented "P3 Predevelopment Agreements/Progressive P3s – Design-Build Opportunities and Challenges" for the Design-Build Conference & Expo 2020.

P3 Predevelopment Agreements (“PDA”) or Progressive P3s are gaining traction due to growing risk concerns in fixed-price contacts. The PDA approach facilitates earlier design-builder involvement in project development. This session focused on the design-build component of these procurements including the pros and cons, the procurement process, considerations during the PDA period (post award) and how the collaboration of this approach can potentially solve complicated project issues in a manner unlike other approaches.
