Nossaman Announcement

We congratulate the Louisiana Department of Transportation and Development (LaDOTD) for being honored in Washington, DC on July 16, 2025, during the annual American Road & Transportation Builders Association (ARTBA) awards for their I-10 Calcasieu River Bridge Public-Private Partnership Project.

The I-10 project was honored in both ARTBA project-specific recognitions: (1) the Innovation of the Year category—which highlights a P3 project that demonstrates how innovation helps provide value for users and (2) the Community: Impact of the Year category—which recognizes a project that provides economic, philanthropic or humanitarian benefit to the public.

We served as lead outside counsel for LaDOTD on the project and currently assist with implementation of the project. The project includes the design, construction, financing, operations and maintenance of a new six-lane bridge on Interstate 10 crossing the Calcasieu River, development of a new toll system, modification and relocation of existing roadways and demolition and removal of the existing bridge. This design-build-finance-operate-maintain project has an estimated capital cost of $2.1 billion.

ARTBA brings together all facets of the transportation construction industry to responsibly advocate for infrastructure investment and policy that meet the nation’s need for the safe and efficient movement of people and goods.
