Infrastructure Group Members Frank Liu and Lolly Enriquez Recognized as "Leaders of Influence: Minority Attorneys"

Frank Liu and Lolly Enriquez, both members of Nossaman’s Infrastructure Group, were recognized by the Los Angeles Business Journal (LABJ) in its “Leaders of Influence: Minority Attorneys” supplement. The supplement features a select group of Los Angeles County’s leading minority attorneys who are “considered to be particularly impactful on the legal scene while serving as trusted advisors in the LA region.”

The LABJ highlights Frank’s work helping “public agencies use innovative procurement methods to deliver highly complex and large-scale airport, highway, bridge, tunnel, transit and social infrastructure projects.” The LABJ adds, “His work covers every stage of the procurement process. He assists with drafting procurement and contract documents relating to design-build, public-private partnerships and design-build-operate-maintain agreements and advises on proposer evaluation and selection strategies, and offers infrastructure clients unique expertise in engineering matters, drawing on his background as a civil engineer.”

Lolly is lauded for representing “public agencies in various governmental law issues.” The LABJ also notes, “She has more than two decades of experience serving as bond counsel, disclosure counsel, issuer counsel, bank counsel and underwriter’s counsel in a broad variety of public finance transactions, including lease revenue; special assessment; mello-roos special tax; sales tax revenue; tax increment; pension obligation; and water, wastewater, and electric utility revenue bonds; as well as certificates of participation.”

The profile closes by saying that Lolly formerly served as “assistant city attorney to the City of Beverly Hills and assistant city attorney to the City of Manhattan Beach.”
