Nossaman Names Two New Partners for 2026
Los Angeles, CA – We are pleased to announce Maya Hamouie and Kasia Penn have been elevated to partnership in the Firm.

Maya focuses on construction claims, contract administration and bid protests for public agencies and private owners on major public works projects across the United States. Her practice centers on high-stakes infrastructure matters involving delay and disruption claims, changes and extra work claims, liquidated damages, schedule and cost impacts, differing site conditions, force majeure and excusable delay events, contract interpretation and procurement challenges. Maya represents clients in all phases of construction and procurement disputes, from pre-claim counseling and contract administration through dispute review board proceedings, mediation, arbitration and trial. She holds a J.D. from the University of Houston Law Center and a B.B.A. from the University of Texas at Austin. She is based in Nossaman’s Los Angeles and Austin offices.
Kasia is a litigation attorney whose practice focuses on complex litigation, business actions and commercial disputes. She has extensive experience handling matters involving general liability and product liability. She also practices insurance recovery and has significant experience working on multiparty cases. She represents businesses and individuals as both plaintiffs and defendants in all stages of litigation, from early case assessment and strategic negotiation to trial. She holds a J.D. from the University of California, Los Angeles School of Law and an M.A. and B.A. from the University of San Francisco. She works out of the Orange County office.
