Judy Baladi

Judy Baladi represents both public and private sector clients. Her experience includes advising on zoning, land use entitlements, California Coastal Act, California Environmental Quality Act (CEQA) compliance, housing regulations, code enforcement and environmental and regulatory review. She also has advised on compliance with the California Public Records Act (CPRA), Brown Act and Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Additionally, she represents public agencies in litigation involving CEQA, water rights, the federal Clean Water Act (CWA), risk management and unlawful detainer.

Prior to joining Nossaman, Judy served as the Assistant City Attorney for the cities of Glendora and Cypress, Deputy City Attorney for the cities of Chino and Murrieta and Assistant Secretary for the San Luis Rey Municipal Water District. She has experience attending and advising on Planning Commission, Environmental Commission, Safety Committee/Risk Management and public district board meetings, as well as assisting with the preparation of contracts, ordinances, resolutions and staff reports.

Experience

Committee for Delta Reliability (CDR). Judy is a member of the Nossaman team advising the CDR on ESA and water quality compliance.

Litigation. Judy has represented public and private agencies in litigation involving CEQA, water rights, the federal CWA, risk management and unlawful detainer. Judy has handled all aspects of litigation, including the preparation of pleadings, discovery and motions such as motions for summary judgment. She has successfully represented clients during case management conferences, trial setting conferences, depositions, oral arguments and limited case trials.

Mediation and Settlement. Judy has experience attending mediations and preparing mediation briefs. She has successfully negotiated settlements on behalf of clients and prepared settlement agreements to finalize terms and resolve disputes.

Public Meetings. Judy has advised clients regarding various public meetings and hearings. She has experience attending and advising on Planning Commission, public district board meetings, Environmental Commission and Safety Committee/Risk Management meetings, as well as assisting with the preparation of meeting notices, agendas, contracts, ordinances, resolutions and staff reports. She has also presented before commissions and city councils, both in open and closed sessions.
