Overview

Jack Wursten focuses on legislative advocacy and regulatory strategy. He brings more than thirteen years of legislative and policy experience across multiple California state agencies, including the Governor's Office of Land Use and Climate Innovation, the California High-Speed Rail Authority and the California Air Resources Board. He has served as an advisor to executive leadership on matters ranging from budget and policy strategy to legislative positions. Jack now applies this experience to advance client priorities in Sacramento.

Immediately prior to joining Nossaman, Jack worked at the Governor’s Office of Land Use and Climate Innovation (LCI) as Legislative Manager for three years. In this role, he advised the Executive Office on all legislative matters, including positions on legislation, budget strategy and legislative outreach around programs in LCI’s portfolio. LCI is home to multiple grant programs which receive funding through Cap and Invest, Proposition 4 and the General Fund. In his work representing these programs, Jack gained a strong understanding of these funding streams as well as state grant program administration.

Prior to his work at LCI, Jack spent five years working in a legislative capacity at the California High-Speed Rail Authority (Authority). With construction on the project underway in the Central Valley, Jack’s work at the Authority allowed him to become familiar with the unique legislative needs and considerations of Central Valley communities. He spent time in the Central Valley as he coordinated trips for members of the legislature and staff to view construction on the High-Speed Rail project. Additionally, he partnered with executive staff and policy teams on high-level legislative matters impacting the Authority. 

For five years prior to joining the Authority, Jack worked in an analyst capacity within the Legal Office of the California Air Resources Board (Board). This role gave him a strong understanding of California's regulatory process and the relationship between state regulatory actions and local government implementation. He uses this expertise advising clients on regulatory strategy.
