Nossaman Partner Ann-Therese Schmid Quoted In The Boston Globe On Green Line Extension Project

Nossaman Infrastructure Partner Ann-Therese Schmid was quoted in The Boston Globe article, T still has no handle on Green Line extension’s cost, report says.  The article reported that look-back consultants told the state transportation board that Massachusetts Bay Transportation Authority employees were ill-equipped to oversee the massive Green Line extension into Somerville and Medford, should have foreseen its ballooning costs, and still don’t have an accurate cost estimate for the project.  The article noted that Schmid, part of a Nossaman look-forward team hired to advise the agency on potential solutions for the project, told the state transportation board that the MBTA did not follow certain best practices with the contracting process.  For example, she said, the MBTA did not put a cap on markups, and it was unclear how collaborative the contractors and consultants were during the budget estimates cost reconciliation process.
