Nossaman Infrastructure Partner Andrée Blais was quoted extensively in the ENR article Questions Linger as Canada’s Infrastructure Bank Readies. The article examines the impact of the Trudeau Administration’s winding down of PPP Canada as it readies to launch Canada’s new infrastructure bank. The article excerpts a number of passages from Ms. Blais’ blog on the topic PPP Canada Phased Out Pending Launch of Canada Infrastructure Bank —including her thoughts on the Bank’s focus on revenue-generating projects. This is an interesting variance from PPP Canada; most P3s in Canada to date have been availability payment deals for infrastructure with no or limited revenue generating potential relative to project capital cost, Ms. Blais wrote. It’s not clear to what extent the [bank] will provide federal support to non-revenue generating deals. Ms. Blais also noted that the infrastructure bank has much more flexibility in financing options, and cautioned that the Bank will need to be alert to the potential conflicts created by these options.
