Vanessa Buendia mentions Nossaman in the InfraAmericas article, "Bidders Prepare for California's Pathfinder Presidio Parkway P3."  She reports that proposal preparations are underway for the project which is divided into two phases, the first of which is already in construction under independent contracts.
