The Project Finance International article leads with a quote from Patrick Harder and a description of several states that are launching new or relaunching existing public-private partnership programs.  The successful transactions in Florida and continued progress in Texas are mentioned as a model for other states.  Mr. Harder is quoted as saying "[these transactions] have garnered interest among other states who have watched those states leverage limited public funds into real infrastructure projects, now."
