Overview
Ming Chuang’s practice focuses on regulatory and transactional matters affecting a variety of health care industry clients, including health systems, healthcare districts, hospitals, physician groups, ambulatory surgery centers, Federally Qualified Health Centers, health plans, and digital health companies.
Ming’s regulatory work concentrates on health care fraud and abuse, privacy (HIPAA and CMIA), corporate practice, consent, reimbursement and billing, Medicare and Medi-Cal compliance and payments, and licensing. Ming has experience in fair market value assessment of physician compensation under the Anti-Kickback Statute and the Stark Law. He also assists clients with designing and implementing various corporate compliance policies.
In addition, Ming advises health care service plans, including Employee Assistance Program plans, with respect to compliance with California’s Knox-Keene Act. His work with health care services plans also extends to drafting agreements such as plan-to-plan agreements and assisting clients in responding to government audits.
Ming’s transactional work includes general corporate governance, merger and acquisition, and reorganization.
During law school, Ming served as a Judicial Extern to the Honorable William V. Gallo, Honorable Bernard G. Skomal, and Honorable Gonzalo P. Curiel in the U.S. District Court, Southern District of California.
