Overview
Marty Mattes has more than 40 years' experience focusing on law and policy relevant to the energy, transportation, water, and telecommunications industries, emphasizing regulation of public utilities and agencies by the California Public Utilities Commission (CPUC) in an environment of evolving competition.
He represents clients providing or seeking to provide energy, transportation, water, and telecommunications services on a public utility basis, offering services in competition or cooperation with public utilities, taking services from such companies, or affected by their operations.
Marty has particular experience and expertise in matters relating to service costs, rate setting, and operating rules for water, electric, gas, and telecommunications companies, as well as contracting for energy and telecommunications services. He also has extensive experience in CPUC regulation of the safety of passenger carriers, especially light rail transit systems, extension of utility services to new real estate developments, and the application of environmental impact review in the context of utility and transportation projects.
He began his career in public utilities regulation with nearly 10 years on the staff of the CPUC, in successive positions as staff counsel, legal advisor to the CPUC president, administrative law judge, and assistant chief ALJ. He has been in private practice since 1986. Marty has served as President of the California Conference of Public Utility Counsel and is an active member of that group and also of the Federal Communications Bar Association, the Power Association of Northern California, the San Francisco Bar Association, and the International Council of Environmental Law.
