Andrée Blais chaired the panel, “What Do Design-Builders Need to Know About P3’s?” at the 2019 Design-Build Conference and Expo in Las Vegas, NV on November 7, 2019. This session was a 101 tutorial to educate attendees on the emergence of Public-Private Partnerships as an alternative project delivery model. It focused on both the structural & commercial difference between Design-Build and P3s, as well as core differences for all those in the design-build community and how those differences impact design-builders. The discussion included procurement phase versus construction phase differences, as well as specific issues including team member interaction, third party interaction, design oversight process and QA/QC structure among others.
