Brandon Davis was profiled by Law360 after being selected as a 2025 Law360 MVP (subscription required) for the Construction practice area. He is just one of a handful of attorneys recognized nationally in the category. Law360 highlighted Brandon for playing “a leading role for teams at Nossaman that guide complex, large-scale infrastructure projects, including new airport facilities in Los Angeles and San Antonio and a dam rebuild in Northern California.”

Providing an overview of the San Antonio work, Law360 said Brandon is “representing the city of San Antonio in its procurement and contracting with construction managers for a new $1 billion terminal and up to $1 billion in new and reconstructed runways and taxiways at the city’s international airport.”  It added the city of San Antonio “executed a Construction Manager at Risk contract in 2024 for the terminal project, which will deliver up to 17 new gates and a ground transportation center, among other improvements.” It further noted Brandon “procured a similar contract — in which the construction manager helps design the project and then agrees to a guaranteed maximum price to complete it — for the runways project.”

Discussing the San Antionio projects, Brandon said, “like a lot of our work, the projects are often first-of-their-kind for our clients, if not in the industry. This was the first time the city has used a CMAR contracting approach for these types of developments.” For the work with the city of San Antonio he added he gets “to engage with outstanding people on projects that will change how people interface with their cities.” He then stated this is a very satisfying aspect of his job. “It’s a privilege to work on something that improves how a city works and has a concrete impact on the quality of life of the people that live there.”

Additionally, Law360 highlighted Brandon’s leadership of the Nossaman team advising the city of Los Angeles on projects to build a consolidated rent-a-car facility and an automated people mover at Los Angeles International Airport as the city looks ahead to hosting the 2028 Olympics. Law360 stated he “oversaw and drafted a public-private partnership agreement for the $2 billion, 6.3 million-square-foot car-rental facility, which is the second-largest concrete building in the U.S., behind the Pentagon, and opened in October 2024. Additionally, the $4.9 billion people mover is expected to be completed in December and start service in January.”

Also lauded was Brandon’s work “advising the Santa Clara Valley Water District on a retrofit of the Anderson Dam.” Law360 said “the project will involve the complete removal and reconstruction of the dam, which is facing seismic issues.”  Commenting on this project Brandon said it was “a very exciting project. And once again, it has a very easy-to-feel direct impact on the community that it serves.”

Brandon closed the article by discussing his work during the past year with the U.S. Department of Commerce’s Commercial Law Development Program, which involves representing the department on delegation trips to Eastern Europe. He said this program has gained traction and “U.S. representatives have met with delegations from about a dozen Eastern European countries, discussing key infrastructure topics such as public-private partnerships, advanced procurement, financing issues and even national security concerns. As part of this effort, I’ve been able to form meaningful relationships with people who do what I do in these countries. It’s been very rewarding, for both things where we face similar challenges or where we can share our experiences with them and help them [have success on their projects.]”
