Nossaman Expands DC Office, Government Relations & Regulation Group with Michael Stroud and William Powers
Washington, DC — Nossaman LLP has expanded its Washington, DC office and Government Relations & Regulation Group with the addition of Michael Stroud and William Powers—they join as Partners.
Michael’s practice currently focuses on issues including transportation and infrastructure, trade and tax. His experience also includes work with local municipal governments, and water and wastewater utilities. Prior to entering private practice, Michael served as Deputy Chief Counsel of the U.S. House of Representatives Committee on Homeland Security and in several roles at the U.S. Department of Homeland Security (DHS). At DHS, he was a Presidential appointee and held the titles of Deputy Assistant Secretary for Legislative Affairs and Assistant Secretary (Acting) for the Private Sector. He was also the Congressional Relations Officer for the U.S. International Trade Commission (USITC), where he was the principal liaison for the USITC to Congress, and worked as an international trade attorney and at the U.S. Department of Commerce handling unfair trade cases. Michael also brings his political law experience from his time in private practice and will be part of Nossaman’s national compliance practice in campaign finance, lobbying and government ethics.
William’s practice focuses on campaign finance, lobbying, government ethics and investigations. He represents high-profile individuals, corporations, political committees (including ballot measure committees and Super PACs) as well as foundations and non-profits, such as charities, social welfare organizations and trade associations. He also handles allegations of election law and other public corruption laws that involve parallel criminal and civil proceedings. Before entering private practice, William served almost a decade in the Office of the General Counsel at the Federal Election Committee (FEC), where he was the Assistant General Counsel for Enforcement. In this role, he handled some of the agency’s most complex matters, including those involving presidential campaigns, 501(c)(4) organizations and advocacy groups active in federal elections. As a former enforcement official, William understands how to navigate the complex and overlapping campaign and lobbying regimes, but he also places a premium on avoiding complaints to begin with through clear and proactive compliance advice.

In April, the Group added Nate Solov as a Policy Advisor in Sacramento. Nate served as the Chief of Staff for California State Senator Jerry Hill for over a decade and also served as the Legislative Director for California Assemblymember, now U.S. Representative, Jared Huffman.
