Geoffrey S. Yarema joined the expert discussion, writing "PPPs are not appropriate for all projects, but can be an excellent option for certain capital intensive, critically needed projects that would benefit from private financing." Mr. Yarema highlighted the PPP best practices compiled by the National Surface Transportation Infrastructure Financing Commission's final report, the support for PPPs with adequate safeguards included in the Texas SB792 report, and the availability payment structure of the recent Florida I-595 deal which allows states to retain tolling authority.
