The article, detailing a lawsuit that was expected to be filed on May 12 in federal court, outlines the plaintiffs' claim that Honolulu officials failed to comply with the National Environmental Policy Act (NEPA), and that the project violates both a section of the Department of Transportation Act and the National Historic Preservation Act.

Mr. Thornton will defend the city in legal matters related to the environmental assessment of the project.
